In order to improve and expand public engagement with "rules that make markets", Holmes Hummel launched a Climate Policy Design Pro-Series to help professionals gain a command of the major design decisions that policy analysts encounter on the path toward a strong climate policy.
The American Climate & Energy Security Act (ACES) presents a perfect capstone opportunity to take stock of an integrated energy and climate policy - 1,000 pages long. What is actually in this bill, and what policy design decisions did the Energy & Commerce Committee ultimately make?
